in elfinder find this file : elfinder.php.html or elfinder.html and add this line :
<script src="js/i18n/elfinder.ko.js" type="text/javascript" charset="utf-8"></script>

It should work.

I mean I wish to provide the ko.js file to elrte.org site for everyone.

You can publish elrte.ko.js file here if you already translated it, I'll be happy to add it for the next release
